South Island builds continue to move forward, with multi-family housing, commercial storage, and infill projects progressing through rezoning, permitting, and early construction.

A new six-storey rental project is planned for Third Street, marking the next phase of downtown Duncan’s housing growth.

DUNCAN – 261 Third St (multi-family new) Apartments

Project: Six-storey apartment development on a .26-acre site comprising 24 units, predominantly two-bedroom homes, with 27 parking stalls in an under-building parkade. The proposal introduces a higher-density residential form within walking distance of downtown amenities.

Stage: Rezoning and development permit applications submitted January/26 to permit high-density residential use.

The program includes one full and one partial basement.

Stage: Construction underway with excavation in progress. Building permits issued September/25, totalling $3.5M for core building, foundation, and shoring.

Project: Three-storey fourplex delivering 5,900 sf of new residential space with four on-site parking stalls. The project replaces an older single-family dwelling with contemporary small-scale infill housing aligned with Oak Bay’s missing-middle objectives.

Stage: Construction underway with framing in progress. Building permit for $1.7M issued December/25, following demolition permits issued in July and August/25.
