NELLIE MCCLUNG HOUSING AND LIBRARY PROJECT MOVES FORWARD

June 25, 2024

SAANICH – The District of Saanich (District) has begun the process to replace the Nellie McClung Branch of the Greater Victoria Public Library (GVPL) located at 3950 Cedar Hill Road, by partnering with the Capital Region Housing Corporation (CRHC).

Saanich Council has approved a zoning bylaw amendment that will support the development of a mixed-use project with a 25,000 to 30,000 square foot library and up to 210 affordable rental housing units.

The CRHC will develop the project and will manage the affordable housing units with funding support from BC Housing, and the District will contribute the land and fund the library project under long term lease and lease back agreements with CRHC. The District’s Housing Strategy and Strategic Plan supports this project and partnerships to increase the supply of affordable housing in Saanich.

“This is a first-of-its-kind project for Saanich, using District property to build affordable housing, and Council couldn’t be more excited about it,” says Saanich Mayor Dean Murdock. “At a time when the need for affordable housing is greater than ever, this project will help more people find homes that meet their needs. They will also enjoy a revitalized library and public space, with great transit service, schools, parks, shopping and other important amenities right outside their door. This project gives more people the chance to put down roots and build a life in our growing community.”

Indeed, the entire community will benefit from a new, modern library space that will be double its current size.

“This approval marks the starting point of an exciting new chapter for our library. We are thrilled to be part of this transformative project, which will enable us to create an enhanced and modernized space designed to meet the evolving needs of our community. Reliable access to library services is crucial, especially for users of one of our busiest branches. We will work closely with the District of Saanich to ensure minimal disruption for our patrons during this transition,” said Andrew Appleton, Greater Victoria Public Library Board Chair.

Work is underway to find an interim space to minimize disruption to library services during the project.
