CENTRAL SAANICH
In October, council nixed a proposal that would have delivered nearly 200 affordable and market rental homes for seniors, veterans, hospital workers and local residents at 1934 Hovey Road and East Saanich Road. Officials later walked back the decision, and agreed to hold a public hearing. The project, however, has since been redesigned with four floors in stead of five, and is pending its public comment opportunity some time in the New Year. Read more here

Quarry Villas at Royal Bay has launched with rancher-styled homes aimed at downsizers and seniors. The limited collection of units provides single floor living in open-concept versatile floor plans that offer ample space for relaxation and entertainment, with a dining area that extends onto a patio, perfect for al fresco gatherings, developer PCRE Group says. A high-profile corner property adjacent to Sangster Elementary could look considerably different in future years if a rezoning application to replace a single-family-home with ten rental apartments gets the nod from council. A multi-plex or ‘missing middle’ development proposal for 3333 Metchosin Road at Lagoon Road has envisioned a mix of one, two and three-bedroom suites, with ground floor units potentially serving as live-work spaces, within a three-storey complex and 15 surface parking stalls. A development in Langford launched its pre-sale campaign this fall with an offering of 26 two, three, and four-bedroom townhomes. Named Odessa for the picturesque city in Ukraine, the new-build community is designed both with European style and sustainability in mind, lending unique Euro flair to the West Shore’s townhome market. OAK BAY
A development proposed for the 2400-block of Eastdowne Road in Oak Bay could deliver the first medium-sized rental building to Oak Bay since the 2017 completion of a three-storey complex along Oak Bay Avenue. Plans submitted to the District call for 18 one and two-bedroom suites across four storeys and surface parking accommodating ten vehicles, on a roughly quarter-acre lot on Eastdowne Road at Fair Street not far from Oak Bay high school. A ‘missing middle’ offering in Saanich’s desirable Gordon Head area is drawing interest from first-time buyers, downsizers and investors with its market-leading price points and sought after location. Marlowe – an under construction pre-sale from homebuilding partners Tri-Eagle Development and Cadillac Homes – has quietly begun selling its collection of 58 studio-through-three-bedroom condominiums and townhomes along Tyndall Avenue north of Feltham Road. The site layout at 4201 Tyndall Avenue consists of seven buildings rising three storeys, connected by a central common area. Read more here
VICTORIA
Chard Development is celebrating the completion of its latest condominium tower in Victoria following three years of construction. Nest, a 12-storey, 107-suite market highrise with ground floor retail spaces along the 1100-block of Yates Street at Cook Street got underway in 2021 alongside its six-storey, 104-unit counterpart Haven (with frontage onto Johnson Street). In September, Nest achieved occupancy from the City of Victoria on the heels of Haven, which secured occupancy earlier in the year. Read more here
A Telus telephone exchange facility along the Victoria-Oak Bay border is following in the footsteps of the telecom’s Gordon Head exchange with a redevelopment proposal for purpose-built rentals. Telus Living and partner Ledcor Group via architectural firm RLA have submitted plans to the City of Victoria for Telus’ two-thirds of an acre lot along the 1900-block of Foul Bay Road at Bourchier Street in the Jubilee neighbourhood, opposite Oak Bay Rec Centre in Oak Bay. The vision consists of a six-storey apartment block with just over 80 suites in studio through two-bedroom layouts. Read more here
Downtown Victoria’s largest-ever single-phased residential project will deliver nearly 530 rental residences atop ground floor retail spaces by 2028, according to Harris Green Village developer Starlight. The first phase of an ambitious three-phase redevelopment spanning the 900 and 1000 blocks of Yates and View streets between Quadra and Cook streets, will get underway either this fall or by early winter of 2025, with two towers of 20 and 21 storeys atop a five-storey podium on land formerly home to a Harris automotive dealership.
