ALTERNATIVE APPROVAL PROCESS FOR BUILD KAMLOOPS APPROVED

KAMLOOPS – At the regular Council meeting recently, City Council authorized the alternative approval process to proceed with the Build Kamloops program.

The Statutory Approval certificates were received from the Inspector of Municipalities for Kamloops Centre for the Arts Loan Authorization Bylaw No. 57-1, 2024, and Arena Multiplex and Recreation Initiatives Loan Authorization Bylaw No. 57-2, 2024, and Council approved the timelines, elector response forms, and number of eligible electors.

An alternative approval process is an alternative to assent voting (referendum). Assent voting costs taxpayers more money and takes longer.

The alternative approval process allows electors no less than 30 days between a required second notice and the process closing date to submit an elector response form if they oppose the local government’s proposal. If an elector is not opposed, they do not need to do anything. If 10% (8,713) or more of eligible electors submit forms indicating their opposition to the proposal, elector assent is not obtained. In that case, the City cannot proceed with the long-term borrowing without holding a referendum.

The alternative approval process will open on July 30, 2024, and close on September 13, 2024. Elector response forms will be available at City Hall, 7 Victoria Street West, during regular business hours, 8:00 am to 4:00 pm, Monday to Friday, excluding statutory holidays. Digital copies will be made available online at Kamloops.ca/StatutoryNotices or can be requested by emailing legislate@kamloops.ca.

Completed elector response forms must be received by the Corporate Officer on or before the deadline at City Hall, 7 Victoria Street West. Forms received after the deadline will not be processed or considered. Forms can be mailed, dropped off in person, deposited in the dropbox outside City Hall, or emailed to Legislative Services at legislate@kamloops.ca.
