SURREY – Surrey City Council has approved the use of municipally owned land for a new rental housing project that is expected to bring approximately 350 purpose-built rental homes to the city. The decision was made during the Regular Council Meeting held on Monday.
The planned development will be located at 10975 126A Street, a 2.9-acre parcel in the South Westminster neighbourhood, near the Scott Road SkyTrain Station. At least 20% of the units will be offered at below-market rental rates, helping to address the need for more affordable housing in the area.
“Council is taking action on the shortage of affordable housing by approving the use of City owned land to help facilitate the creation of more rental homes in Surrey,” said Mayor Brenda Locke. “A key factor in choosing this site is its proximity to rapid transit and the North Surrey Sport & Ice Complex. When completed, these new units planned for this development will significantly change the landscape of housing options in Surrey.”
The envisioned project will feature six-storey wood-frame buildings, aligning with the form and scale of existing developments in the area. This initiative falls under the Surrey Affordable Rental Housing Strategy, which focuses on both protecting existing rental stock and increasing the supply of affordable housing for individuals and families with low to moderate incomes.
“This is a strategic opportunity for the City to address our pressing housing needs through a well-planned rental development on City land,” said Rob Costanzo, City Manager. “With Council’s endorsement, staff will now begin the procurement process to secure a development partner who will design, build, and operate these homes. Our intention is to start construction in 2027, with completion slated for 2029. By aligning this project with both the needs of our community and rapid transit access, we can provide more affordable, modern options for Surrey residents.”
In addition to facilitating private sector rental development on privately owned land, the City is also actively working to deliver new rental housing on lands it owns. As part of this broader effort, Surrey City Development Corporation—a wholly owned City entity—has submitted a development application for a multi-phase project that proposes 1,800 residential units on municipal lands.
