VICTORIA – Phase 1 has begun at Belleville Terminal with the construction of the temporary terminal and wharf upgrades. Locals and visitors can expect activity throughout the summer.
The temporary terminal ensures uninterrupted ferry service between Vancouver Island and Washington state during construction. Phase 1 modifications to the CPR Steamship Terminal building and the Blackball building will accommodate ongoing Canadian Border Services Agency and U.S. Customs and Border Protection services.
Procurement for Phase 2 is underway and expected to conclude by late 2024. Phase 2 construction, slated to begin in 2025, includes the demolition of the existing Clipper terminal, building a new pre-clearance terminal with modern border security standards, and replacing the aging wharf facilities.
These upgrades will align Belleville Terminal with the Canada-U.S. Land, Rail, Marine, and Air Transport Pre-clearance Agreement, streamlining travel by enabling passengers to complete customs and immigration processes in Victoria before arriving in the U.S.
The terminal significantly boosts regional and provincial economic growth. Travelers spend approximately $174 million annually, generating $268 million in economic output and $155 million in provincial GDP.
The project, with a budget of approximately $304 million including a $41.6 million federal contribution, aims for completion by the 2028 tourism season.
The Province is collaborating with the Songhees Nation and Esquimalt Nation to highlight the cultural and geographical significance of the project’s location and welcome visitors into Lekwungen territory.
